Almost always when someone is arguing that if whatever most people agree is how the rule functions is wrong because "if that were the case why wouldn't the rule have been worded slightly differently" they are trying to twist the rules.

Allowing people to exchange dice is awkward and cumbersome. It slows down play. There is no way to resolve who has precedence if more than one player have cubes.

The rules say "may". That could mean that some of them can, some of them can't, and they forgot to qualify the specific case.

But hey, play however you want. We have been playing differently. Honestly, I couldn't give a rat's peanut how a rule is phrased, we always do what makes the most game sense and attempt to infer intent.

But you do come off as if not looking for our opinion but looking for an argument. It is more like "Here is what the rule literally says and I I think you have been playing it wrong".
