Because of that, other activities are indeed further restricted in their activity description. Look at the type III outdoor activities for example, which explicitely say "Before executing your action". This is not the case with the above mentioned type II activity. So we have to assume in the first glance, that this restriction is intentionally avoided here.

Yes, that's a reasonable conclusion. But I don't believe it's the correct one. Consider the result if that were true. When multiple people have cubes there, is there no defined order for exchanging dice? All of a sudden there's now a timing element to the game? That doesn't seem consistent to me.

Because that wouldn't be very accurate. Cubes on outdoor cards are very little like cubes on cards. And it still doesn't answer the question you asked, about whether you can use them from this particular outdoor activity when it's not your turn.

The second thing doesn't "take it back". It identifies an instance of something alluded to by the first thing. It's like saying, "In the expansion pirates can now sword-fight AND dig up treasure! ... Pirate A can sword-fight, and Pirate B can dig up treasure." The fact that the group was mentioned for being able to do multiple things does NOT emphatically mean that each instance of the category can also do all things mentioned. But I already explained that above, so I feel like I'm talking to the wall.
