I wonder the issue here results from a subtle idiomatic difference between French and English.

The French rule for Jeanne de Champagne says "1 PV si un joueur possède un total de 2 ou 3 habitants sur les cartes Activité jaunes et sur l’Hôtel de ville."

Note that, as in the English, the "sur" (on) appears for both yellow Activity cards and the City Hall.

Interestingly, Google Translate (which should not be considered an authority), translate this as "1 VP if a player has a total of 2 or 3 people on the cards Yellow Activity and City Hall."

[I don't know how Google knew to change PV to VP.]

Notices that there is only one "on" in the English translation.

Perhaps the experts who programmed the Google translation knew that French repeats the "sur" in a case like this, while English ascribes a subtly different meaning if "on" is repeated - and thus omits the second "on" in the translation.

Others on this thread might feel that the English would have been less ambiguous had it read, "1 VP if you have a total of 2 or 3 citizens on yellow Activity cards and City Hall."
