IMO the more players, the more useful ramparts are. If you won't manage to put a tradesman on a good card, you can try using actions outside the city. The rampart doesn't get used too often in my playing group (either with or without purple dice), however it's a good sink for 1s or 2s when you can't place a citizen in the buildings. Generally, if you miss an opportunity to earn points from the cards or the cathedral, you can catch your opponents up with level IV outdoor activities; if you're the 3rd player to put a tradesman on the Merchant, you'll better use level I outdoor activity (if you get the money making one); and level II activities are perfect for a player who has least dice.
In a 2P game they are rarely used, especially without the purple die. You can't win by concentrating on the ramparts and there are always much more effective ways to score.
