Good question. Up to now we've ignorred this rule and performed the rampart activities in player's turn. How does one do it? In your turn, do you have to ask each player with a cube on outdoor activity before you do anything?
This is indeed a serious timing question! It seems you have to ask everyone. And even more: What defines "before an action"? If another player says "I want to do this and that now.". Is it still before the action then? Or are the players allowed to say "I want to start my action now, but I don't tell you what. Use your cubes from the outdoor activity now or never!".
And even if the latter question could be cleared: What, if more than one player wants to exchange the same dice with another player at the same time?
