I took that to be more of a description of the type of activities that exist, rather than a rule that applies to all activities.

Examples:

Earn 4 Influence points when an opponent buys
at least one of your dice. wrote:

This requires discarding a
cube from this activity during that opponent’s turn.
You get only 4 Influence points, even if your opponent
is buying more than one die.


Earn 4 deniers when an opponent activates an
Activity card on which you have a tradesman. wrote:

This
requires discarding a cube from this activity during
that opponent’s turn. You earn only 4 deniers, even
if your opponent activates the card more than once.


So I am confident that you may only swap dice on your own turn. As further evidence, look at the full quote of that rule form the current English rules:

The cubes permit
you to benefit from the outdoor activity in the same fashion
as delayed-effect Activity cards from the base game, with the
difference that you may use outdoor activity cubes during other
players’ turns and during Phase 3: Events.

Clearly only certain activities can be played during event resolution. So the fact that the rules say activities can be used during other players' turns and during event resolution should not be taken as a strict rule to be applied to all activities, but rather as a commentary on the type so activities available, in contrast with the standard delayed effects, which are only usable when taking an action with a set of dice.
