A few uninformed opinions, trying to put this into perspective:
* I'm guessing that all copies are affected and it's not just a few bad copies.
* Getting colors to match between printings is hard - esp. if many years have passed.
* For a small company, printing new decks of cards (of unknown amount), and then sending them to everyone who asks (or proves ownership of the new edition) is costly - perhaps devastating.
Pearl Games is now part of Asmodee, but I don't think that magically changes the costs involved, or the resources available to Pearl Games.
So yes, this is an error in the printing, an oversight in checking the components, whatever. Many first printings of games have issues (I would call this a first printing since this is sort of a new edition). It's good that there's a post about it that informs anyone who might want a copy and really can't deal with this issue.
It's not game-breaking (only affecting a few cards chosen during setup), and only affects owners of the old edition of base Troyes(?).
Expecting Pearl Games to send everyone replacement packs is too much to ask of them, especially if you like their offerings and wish them to continue producing games in the future.
