That's how my friends and I play. We take all of the workers from the building area plus a neutral and put them into a little purple bag I stole from Dread Pirate. Then we declare the order we're going to place them and add them one by one until only one is left. That worker is put on the bump area for the building(I'm not sure if this part is true but it seems a reasonable consolation for getting bumped).This is my least favorite of all the event cards. My last game this came out along with the one that adds an extra event, the cathedral killer, the yellow building tax, and some other awful one I can't remember. It was a very brutal game.
