I read this as when it comes out, revealed, during a game. In other words if this activity isn't shown then the 4th row doesn't exist. The reason I assume this is I presume there are better activities to do if not for the potential -2VP hit if you don't build on level 4 of this activity comes out.


You raise an interesting point. We played it the other way, that is, in play when activated. That way, other players may feel compelled to also activate it, as they lose 2 VPs if they don't get to the fourth row.
But I like your way as well.
