There's a white level II card about placing a fourth row on the cathedral. It says when this card is in play, the fourth level is active. Does in play mean when someone activates it, or simply when it's revealed?

Thanks

I read this as when it comes out, revealed, during a game. In other words if this activity isn't shown then the 4th row doesn't exist. The reason I assume this is I presume there are better activities to do if not for the potential -2VP hit if you don't build on level 4 of this activity comes out.
