According to Sébastien Dujardin, the statement above is incorrect. English rulebook doesn't say this but it is a mistake. Here is what Sébastien said on this forum (Question: Level 3 outdoor activities - How do they work?)

Yes. Similar, but there are few differences.
- Sometimes you can (or even must) activate (take cube from) outdoor activity during other player turn or in other phase (e.g. Events).
- You can activate more than one outdoor activity or in combination with activity card, while it is not allowed to activate more than one card.
