Companies sometimes do this when the card art is complex. Printing a complete set of cards makes sure any differences in the complex patterns and color schemes across print runs doesn't give away any hidden information.
Although it wasn't super obvious, there was a noticeable difference in the card backs between the original and expansion cards - if you looked for it. In my sets anyway.
