If a player has no cubes to lose, do they lose 2vp? It says if a player with no such cubes loses nothing, so does that mean the event was resolved completely and no vp loss occurs?
I would interpret that final sentence from your quoted text (“A player with no such cubes loses nothing.”) to mean that in such a case, in “losing nothing” a player without any cubes in those places has resolved (or “fully executed” in the language of the rule book) the event card and therefore does NOT lose the 2VP.
