I don't think that that's right.I think that this is how it should work.
When this card is resolved in Phase 3 of a round (Events), it requires each player to give up an activity cube. The lost cube is just returned to the supply - not placed on the card.
In Phase 4 (Actions), a player may perform action 3 (Combat the events) on this card.
The player assembles a group of three yellow dice and gets to place 1 cube (if the dice add up to 5-9) or 2 cubes (if the dice add up to 10 or more, and there are two open banners on the card). One influence for each banner covered.
When both banners are covered, the event is countered. If one player placed both cubes, he gets 3 victory points; if two players did, they each get 1 victory point. The player who covered the first banner gets to keep the card.
At the end of the game, if Henry I is in play, players get victory points based on how many event cards they collected - including this one.
